City approves contract for water meter installation

HURON — As part of the Huron City Commission meeting on Monday, the commission approved an agreement for water meter installation throughout the city. Water Supervisor Rob Rieger stated that the updated agreement includes multiple target dates with the final project to be completed by Ferguson Enterprises LLC by March 1, 2024. This was approved.

Rieger also addressed the commission regarding a payment request to Key Contracting Inc for manhole lining. The approved final payment was $82,125.

Commissioners approved a home occupation permit for Dale Lucklum to operate an auto detailing business from his garage at 1626 Lawnridge Ave SE.

City planner Barry Cranston presented the commission with two options for Lean Investments to construct storage units on property on the West side of Lincoln Ave. SW. One option required transferring a parcel of land from the city to the county, and the other option required that a small parcel of land be annexed into the city for the project.

After discussion among the commissioners and with representatives from Lean Investments, the commission chose to approve the option that annexed a small piece of land into the city and would then utilize a variance to approve shop and storage buildings on the existing property that is zoned as residential.

Two ordinances referencing fire department personnel were approved for first reading, with the second reading set for July 3.

Huron Police chief Kevin Van Diepen presented a police services agreement for the Agtegra customer appreciation event. This was approved.

Commissioner Bryan Smith presented the findings of a failed pump at Ravine Lake that fed the Broadland Creek and Huron Country Club golf courses. The pump was removed and evaluated, with a quote to repair the pump and the quote for a brand new pump within reason in dollars. The decision was made to purchase the new pump. This, along with the rental of a pump to ensure the greens on both courses did not suffer irreparable harm, was approved at a cost up to $25,000.

Commissioners also:

• Approved a parade permit for the Ravine Lake Triathlon on July 29 contingent upon approval with the SD DOT for use of SD Hwy 14.
• Approved special event on-sale alcoholic beverage license filed by Top Floor Events for Chamber Mixer on July 11 at the Huron Chamber, 1725 Dakota Ave S.
• Approved special event on sale alcoholic beverage license filed by the Scoreboard Bar and Grill for Downtown Street Dance on July 15.
• Set July 10 as public hearing date to consider a retail on-off sale malt beverage and SD farm wine license application for Dakota Provisions dba Wyshbone Market at 325 Market St SW.
• Approved the appointment of Roger Chase to serve 5-year term on Housing & Redevelopment board.
• Approved appointment of Eh Mo Shee to Parks & Recreation board for three-year term.
• Approved changing fire chief Ron Hines from 2,756 hour per year work position to a 2,080 hour per year work position.
• Accepted the revision of fire captain job description.
• Approved the hire of Brooke Mitchell for 911 telecommunicator position.
• Accepted the voluntary resignation of Alexander Gigov from the assistant library director/technology position.
• Accepted the assistant library director job description.
• Approved posting and advertising for assistant library director position for Huron Public Library.
• Accepted recommendations regarding part-time employees for library, Splash Central, golf pro shop, and golf maintenance.
• Approved a quit claim deed, certificate of real estate value, and resolution to transfer Lot 1, Block 10 of the Southtown 3rd Addition to Greater Huron Development Corporation.
• Approved the purchase of a mini split air conditioner unit for the equipment room at the Huron Event Center.
• Approved a partnership with the Beadle County Chapter of the Izaak Walton League of America to assist with improvements near 715 Lawnridge Ave NE.

The general meeting concluded and a work session was held regarding a donation from the city to the HRMC Dialysis Unit in memory of former Huron mayor Paul Aylward.

The July 3 meeting of the Huron City Commission will be held at noon, rather than the typical 5:30 p.m. time.
