City plans open house for new transfer station

HURON –– During the public comment portion of Monday evening’s Huron City Commission meeting, Commissioner Rich Bragg announced that an open house for the Solid Waste department’s new transfer station facility is scheduled for Wednesday, March 5, at the new facility. More details to come.

Mayor Mark Robish read a proclamation to proclaim Friday, Feb. 28, as Dakotland Federal Credit Union Day in Huron in honor of 90 years of business. He presented that proclamation to four Dakotaland staff members, two of which are on the City Commission.

City Engineer Brett Runge presented a number of items for commission approval. First, he presented two quotes for approval. The first was from Butler Machinery Company for an excavator for the water/sewer department in the amount of $170,913.03 through Sourcewell contract.

The second quote was also with Butler for $35,793.33 for a trailer for the excavator. Both quotes were approved.

The commission then approved to go to bid for the 2025 asphalt crack sealing contract. Runge noted that the bid will utilize 41,870 pounds of material and plans are to crack seal approximately 50 blocks. Budget is $68,165 for the project.

Runge then discussed the hay land bid. The city owns nine parcels that can be hayed, but only one received a bid. That bid was approved to be awarded to Warren Barton/Ben Meyer/Joyce Meyer for $1,650. The commission and Runge then discussed how to rent the remaining eight parcels. Runge explained that without bids on the land, the city does have more flexibility in who it extends a contract to, including renewing with prior renters.

The 2025 street milling and overlay bid from Asphalt Paving and Materials Co. was approved in the amount of $1,108,379.43.

Finally, Runge presented two pay requests that were both approved. The first was to BX Civil and Construction Inc. for work on Dakota Ave. The progress payment was for $82,403.80. The second payment request was from HK Solutions Group for work on the sewer main lining in the amount of $36,448.17.

A restrictive covenant tying 1204 Frank Ave. SE to property at 1216 Frank Ave. SE was released with the condition that if the transaction were to fail on sale of the property, the parcels would return to previous covenant.

Commissioners also:
• Approved a special on-sale alcoholic beverage license for Top Floor Events for a Chamber Mixer on April 18 at Spotlight Studio & Events, 328 Dakota Ave. S.
• Approved a fireworks display permit filed by Danny Hofer for July 4, 2025, at Ravine Lake.

• Acknowledged that Curtis Ryman, Park Maintenance 2, has completed his probationary period.
• Acknowledged that John Miller, police officer, has completed his probationary period.
• Approved the transfer of retail on-off malt beverage and S.D. Farm Wine license from Toasted Coconut & Co LLC to Toasted Coconut Lounge, both located at 33 4th St. SW.

The commission adjourned from regular business and held an extended work session regarding advertising for the city.
